HSE & Process Safety Manager

<p><strong>Purpose/ Mission:</strong></p>

<p>The HSE &amp; Process Safety Manager is responsible for leading and managing all Health, Safety, Environment (HSE), and Process Safety activities throughout the DRI Plant lifecycle, including Engineering, Procurement &amp; Construction (EPC), Commissioning, Start-up, and Operations.<br>The role ensures full compliance with regulatory requirements, company standards, and international best practices while establishing a strong safety culture and safeguarding personnel, assets, the environment, and business continuity. The position plays a critical role in managing construction safety risks, process safety hazards, and operational excellence within a high-hazard industrial environment.</p>

<p><strong>Key Responsibilities:</strong></p>

<li><strong> HSE Leadership &amp; Governance</strong></li>

</ol>

<ul>

<li>Develop and implement the overall HSE strategy for the DRI Plant project and operational phases.</li>

<li>Establish HSE objectives, targets, KPIs, and improvement programs.</li>

<li>Ensure compliance with applicable legislation, permits, corporate requirements, and international standards.</li>

<li>Promote a Zero Harm culture across employees, contractors, and subcontractors.</li>

<li>Provide HSE leadership to project, operations, maintenance, engineering, and contractor teams.</li>

</ul>

<ol>

<li><strong> Construction HSE Management</strong></li>

</ol>

<ul>

<li>Lead all HSE activities during site preparation, civil works, structural erection, mechanical installation, piping, refractory works, electrical and instrumentation construction.</li>

<li>Review contractor HSE plans, risk assessments, method statements, and mobilization requirements.</li>

<li>Monitor contractor compliance with project HSE requirements.</li>

<li>Oversee high-risk construction activities including:</li>

<ul>

<li>Working at heights</li>

<li>Heavy lifting and crane operations</li>

<li>Confined space entry</li>

<li>Hot work</li>

<li>Excavation activities</li>

<li>Simultaneous Operations (SIMOPS)</li>

<li>Electrical isolation</li>

</ul>

<li>Conduct HSE audits, inspections, and contractor performance evaluations.</li>

<li>Drive proactive hazard identification and intervention programs.</li>

</ul>

<ol>

<li><strong> Commissioning &amp; Start-up Safety</strong></li>

</ol>

<ul>

<li>Develop and implement commissioning and start-up HSE programs.</li>

<li>Ensure safe introduction of energy, process gases, utilities, and raw materials into the facility.</li>

<li>Lead Pre-Start-up Safety Reviews (PSSR).</li>

<li>Verify readiness of emergency systems, fire protection systems, gas detection systems, and critical safety barriers.</li>

<li>Participate in commissioning risk assessments and operational readiness reviews.</li>

<li>Ensure safe execution of plant start-up activities.</li>

</ul>

<ol>

<li><strong> Process Safety Management (PSM)</strong></li>

</ol>

<ul>

<li>Establish and maintain a comprehensive Process Safety Management system.</li>

<li>Lead hazard identification and risk assessment studies including:</li>

<ul>

<li>HAZID</li>

<li>HAZOP</li>

<li>LOPA</li>

<li>Bow-Tie Analysis</li>

<li>What-if Studies</li>

</ul>

<li>Manage Management of Change (MOC) processes.</li>

<li>Ensure integrity of Safety Critical Equipment and Safety Instrumented Systems.</li>

<li>Support Asset Integrity and Mechanical Integrity programs.</li>

<li>Lead investigations of process safety incidents and near misses.</li>

</ul>

<p>Special focus areas include:</p>

<ul>

<li>Natural gas systems</li>

<li>Hydrogen-rich reducing gas systems</li>

<li>Reformer operations</li>

<li>Reduction furnace operations</li>

<li>High-temperature process equipment</li>

<li>Dust explosion prevention</li>

<li>Fire and explosion risk management</li>

</ul>

<li><strong> Operational HSE Management</strong></li>

</ol>

<ul>

<li>Lead HSE programs during plant operation.</li>

<li>Ensure implementation of:</li>

<ul>

<li>Permit to Work (PTW)</li>

<li>Lock Out Tag Out (LOTO)</li>

<li>Confined Space Entry</li>

<li>Working at Height</li>

<li>Hot Work Control</li>

<li>Contractor Safety Management</li>

</ul>

<li>Conduct routine HSE audits and workplace inspections.</li>

<li>Monitor occupational health and industrial hygiene programs.</li>

<li>Ensure emergency preparedness and response capability.</li>

</ul>

<ol>

<li><strong> Environmental Management</strong></li>

</ol>

<ul>

<li>Manage environmental compliance programs.</li>

<li>Ensure compliance with environmental permits and regulatory requirements.</li>

<li>Oversee:</li>

<ul>

<li>Air emissions monitoring</li>

<li>Dust control systems</li>

<li>Wastewater management</li>

<li>Hazardous waste management</li>

<li>Resource efficiency programs</li>

</ul>

<li>Lead initiatives related to sustainability, decarbonization, and environmental performance improvement.</li>

</ul>

<ol>

<li><strong> Incident Investigation &amp; Risk Management</strong></li>

</ol>

<ul>

<li>Lead investigations of injuries, property damage, environmental incidents, and process safety events.</li>

<li>Conduct root cause analysis using recognized methodologies.</li>

<li>Develop and track corrective and preventive actions.</li>

<li>Maintain site risk registers and risk mitigation plans.</li>

</ul>

<ol>

<li><strong> Emergency Response &amp; Crisis Management</strong></li>

</ol>

<ul>

<li>Establish site emergency response systems.</li>

<li>Lead emergency preparedness planning.</li>

<li>Conduct drills for:</li>

<ul>

<li>Fire and explosion scenarios</li>

<li>Gas release incidents</li>

<li>Hydrogen leaks</li>

<li>Confined space rescue</li>

<li>Medical emergencies</li>

</ul>

<li>Coordinate with external emergency response agencies and authorities.</li>

</ul>

<ol>

<li><strong> Team Leadership</strong></li>

</ol>

<ul>

<li>Build and lead the HSE organization for both project and operational phases.</li>

<li>Develop HSE competencies throughout the workforce.</li>

<li>Coach managers and supervisors in safety leadership and risk management.</li>

<li>Support workforce engagement and behavioral safety initiatives.</li>

<li>Support the Oman Project Director in all relevant tasks where requested.</li>

</ul>

<p><strong>Requirements/ Skills/ Experience:</strong></p>

<ul>

<li>Experience in at least one of the following industries:

<ul>

<li>DRI / Ironmaking</li>

<li>Steel Manufacturing</li>

<li>Petrochemical</li>

<li>Refinery</li>

<li>LNG</li>

<li>Oil &amp; Gas</li>

<li>Power Generation</li>

</ul>

</li>

<li>Experience supporting EPC construction projects and operational facilities.</li>

<li>Experience in commissioning and start-up of industrial plants is highly preferred.</li>

</ul>

<p><strong>Required Education/ Qualification/ Training:</strong></p>

<p>&nbsp;</p>

<ul>

<li>Bachelor's Degree or higher in Occupational Health &amp; Safety, Chemical Engineering, Metallurgical Engineering, Environmental Engineering, Mechanical Engineering, or related disciplines.</li>

<li>Minimum 10 years of HSE experience in heavy industrial environments.</li>

<li>Minimum 5 years in a management role.</li>

<li>NEBOSH International Diploma</li>

<li>Certified Safety Professional (CSP)</li>

<li>ISO 45001 Lead Auditor</li>

<li>ISO 14001 Lead Auditor</li>

<li>Process Safety Management Training</li>

<li>Incident Investigation Certification</li>
